Trusted Assurance
Turn monitoring data into clear, defensible evidence of risk, performance and control.
Practical Action
Connect alerts and insight to defined responsibilities, workflows and timely intervention.
Effective Adoption
Make technology work alongside established processes, service teams and professional judgement.
Commercial Value
Build propositions and operating models that work for customers, service providers and technology partners.
WHO THIS IS FOR
Monitoring technology sits within different operational and commercial realities. Dobbins Strategy helps the organisations using it, the service providers working with it and the technology companies developing it.
- Organisations responsible for water safety
Understand whether monitoring is improving assurance, decision-making and control—not simply generating more information. - Water-safety service providers
Integrate monitoring with professional service delivery, defined responsibilities and an approach that works operationally and commercially. - Monitoring and compliance technology companies
Shape products, adoption, partnerships and governed pilots around the realities of water-safety delivery and customer operations.
WE HELP WHEN…
Monitoring produces more data, but it is not consistently leading to better decisions, accountable action or stronger assurance.
Technology, professional responsibilities and established service processes do not work together as one coherent operating model.
Adoption is uneven, leaving teams dependent on manual workarounds or unable to realise the intended value.
A monitoring proposition makes technical sense, but remains difficult to deliver, scale or justify commercially.
The gap between what should happen and what actually happens is where we work.
HOW DOBBINS STRATEGY CAN HELP
Support is shaped around the practical, operational and commercial realities of each organisation—not around technology in isolation.
- Strategy
Determine whether and where remote monitoring is appropriate, the risks and outcomes it should address, and how it should relate to the risk assessment and written scheme of control. - Operating models
Define how monitoring, competent judgement, responsibilities, alerts, escalation, action records and existing management systems work together. - Adoption
Plan implementation, training, validation, contingency arrangements and the bedding-in period needed for people to understand and trust the information. - Commercial propositions
Develop services that consider integration, data access, support, lifetime cost and practical customer value—not simply the supply of sensors and software. - Governed pilots
Use temporary or bounded deployments to investigate problems, establish system behaviour, test assumptions and define evidence-based criteria for wider adoption.
We start with the smallest useful piece of work, with a clear purpose and defined output. If further support is needed, the next step is agreed once there is enough evidence to scope it properly.
INFORMED BY CURRENT WATER-SECTOR GUIDANCE
The Water Management Society’s guidance on remote temperature monitoring addresses two distinct but connected questions: how monitoring should be selected and implemented, and how the resulting data should be interpreted and managed.
Its principles reinforce the need for a proportionate, risk-based approach in which monitoring is integrated with the risk assessment, written scheme of control, competent judgement, defined responsibilities and practical action.
Dobbins Strategy helps organisations apply those principles to their particular operational and commercial circumstances—without treating guidance as legislation or technology as a substitute for dutyholder responsibility.

Meet Andy
Scientific precision. Commercial leadership. Practical delivery.
Andy Dobbins is a scientist, founder, technology executive and business operator who has spent much of his career working across the boundaries between organisations, technology and the way work actually gets done.
He has built and led software businesses, developed products for regulated environments, worked with operational teams and senior leaders, and advised organisations dealing with complex change.
That breadth matters because difficult problems rarely stay within one discipline. A technology issue may turn out to be a process problem. A process problem may expose a commercial, organisational or supplier issue. The value comes from being able to follow the problem wherever the evidence leads.
Andy brings an independent view, strong technical understanding and practical business experience. He is comfortable moving from strategy to operational detail, challenging assumptions and working directly with the people involved to establish what needs to happen next.
His sector experience includes water and compliance, the built environment, software and technology, and other operationally complex or regulated environments.
Cross-functional perspective
Able to move across strategy, operations, technology, process and commercial issues without losing sight of how they affect each other.
Technical and operational fluency
Comfortable working from senior leadership questions down into systems, data, workflows and operational detail when the problem requires it.
Independent challenge
Prepared to question assumptions, test the evidence and say when the proposed answer does not appear to match the problem.
Practical experience
Experience as a scientist, founder, software executive and business operator means recommendations are considered in the context of what it will actually take to make them work.
“The gap between what should happen and what actually happens is where the real work begins.”

Is monitoring delivering the outcome you expected?
If you are considering remote monitoring, trying to improve an existing approach, or need an independent view of how technology fits with your water-safety operation, start with a conversation.
We can establish what you are trying to achieve, where the real issues sit and the smallest useful next step.
